Biography
Prof. Fan Chien-Te is a law professor and founding director of Institute of Law for Science & Technology(ILST)in National Tsing Hua University. Meantime, he also the director of Bioethics & Law Center and the Blockchain Law and Policy Center in National Tsing Hua University.
Professor Fan received his LL.B degree from Soochow University, LL.M degree from University of Washington and J.D. Degree from Puget Sound University. Before he moved to National Tsing Hua University, Professor Fan is a full time professor teaching in Soochow University, School of Law for ten years.
Prof. Fan specializes in the areas of energy and environmental law, biotechnology Law and ethic related issues:
Prof. Fan has been dedicated himself in researches related to biotechnology law in last five years. In 2014, he was invited to join the international research project supported by National Institute of Health of the US. His works in the NIH research project will be published as a part of the biobank symposium in the Journal of Law, Medicine & Ethics. Besides, he assisted the establishment of biobanks of MJ Health Research Fundation & National Taiwan Hospital Hsin-chu Branch. And he also helped National Tsing Hua University to establish its research ethics system and project office. At the same time, he and his colleagues integrated their researches in legislation on biobanking into a book named 《Commentaries on the Human Biobank Management Act》in 2011.
Prof. FAN specializes in energy and environmental law. He is also an experienced scholar involving in UNFCCC negotiation process since 2001 in Marrakesh. Moreover, as a speaker, he was also invited to join the side event several times that held in the COPs. In addition to his academic achievement, Professor Fan also consults the government agencies in different mandate, including the Science & Technology consultation to the President Hall, Government Reorganization to the Administration Yuan, International Agreement negotiation to the Ministry of Foreign Affairs and Environment Protection Agency, and several other industry related policy and/or
legal works.
In the academic ethics/research ethics part, during the period of joining EU FP7 program,he participated in the EU research ethics (EUREC) researches, and brought a free, open access and mul-tilingual online training program (TRREE) in research ethics and regulation (http://chinese.trree.org/) in Tawian. Besides, he constructed the research ethics system in NTHU in order to fulfill the academic ethical policy
required by the Ministry of Education. Moreover, he keeps improving the relevant laws and regulations in NTHU nowadays.
